The repairman is partially right.
The switches (if that what she needs)
are difficult to come by. However, converting the 'Speed Heat' and the 'Heat Minder' burners to standard
infinate heat is doable. 
If you notice at the very top of the page, we have moved this particular board to Google Groups.
There you can find in the posts many helpful ways to fix your Flair!
In the file section of the Google Group is a .pdf file that shows all the control panels and what year and model number they are.
Repairclinic.com actually has burners for the Flair and the infinate heat switches.
Another posibility is to join the google group as many folks on there have extra parts and could possibly help your get the Flair repaired like new!

   She just paid a repairman $60 to hear that parts are not available.
