The ability to control what the user recieves was lost a long time ago if it ever exsisted. Text only browsers are quite old. Abilities to change text sizes, style sheets, block pop-ups, java, javascript, uninstall extensions are newer.
These functions are becoming more powerful and easy to use with plugins such as adblock, greasemonkey, and platypus.
Proxy servers which sometimes ignore instructions also cause loss of control.
